The ability to procure goods and services without being subject to the Public Procurement Law, one of the privileges afforded to the Presidential Palace under the Presidential System of Government, was used recklessly in the first half of 2026. Between January and June 2026, the Presidency carried out 9 out of every 10 procurements without a tender, purchasing goods and services worth 5.5 billion TL under the ‘Exemption’ provision.
